Proposed Traffic Regulation Order for Bristol Car Parks
(page updated Nuovember 29th 2025)
URGENT – WESTBURY HILL CAR PARK CHARGING PROPOSALS
The council has finally issued the legal notice required to charge for parking in the Westbury Hill car park.
You may recall that we obtained two concessions when the matter was considered by the transport committee last year. Firstly, a free first hour, but also a commitment that the free hour could be obtained from a ticket machine and not by using a phone number or app, as the officers had recommended.
However, if we can flood the council with well written objections, even if we are not able to get a re-think from the council, we can at least delay it happening, as the council is required to properly consider all objections. You have only until Friday 12th December to do this.
It has already taken the council officers almost a year to get round to this legal consultation.
A quick summary of what is now proposed – the text of the Order is attached – but it is written in a difficult legal format:
You will see that the Order allows for parking spaces to be reserved for business permit holders at £280 per year, for medical staff and electric vehicle charging, in addition to the existing bays for disabled people, motorcycles & cycles. This will reduce the number of spaces for visitors to the shops and other businesses still further.
The Order applies not only to Westbury on Trym, but also to 10 council run district car parks. It applies locally to car parks at Shirehampton and Henbury (behind the Crow Lane shops) and to other struggling retail areas in south and east Bristol.
