Churchill Homes has now presented its planning application  to develop Carlton Court car park, including the removal of three of the current occupied retail units at Carlton Court to build:

·   An independent retirement living community of 31 one-bedroom and two-bedroom apartments, over 3 storeys with 4 flats in the roofspace,with private car parking for 10 cars; 

·  A reconfigured access and service area for the Co-Op with car parking for 18 cars including on  the area to the rear of Lloyds Bank;

·  A new pedestrian entrance from the car park to  Carlton Court,  including a wheelchair accessible route.

A public consultation took place between October 6th and October 20th, in which there was one question relating to the design and implementation of the plan. In response to this, 106, opposed, 9 were undecided and 11 supported. (making a total of 126 and not 120 as shown in their diagram!)


Their analysis of the feedback received is as follows:

FEEDBACK AND COMMENTS RECEIVED
The consultation period, which ran from Monday 6th October to Monday 20th October, informed residents of the proposals as well as offering opportunities to provide feedback. Opportunities to provide feedback were provided within the dedicated project website.
The project website gained a total of 2,540 views throughout the 15-day consultation period, with 1,115 of which being active users. The majority of users viewed the home pages, proposal page and the design page with fewer users navigating to the feedback section of the website.
The consultation was directly advertised to 392 addresses near to the site via a letter delivered in an envelope with the tagline “Information about Churchill Living development proposals”.
There was a total of 132 feedback forms received.
A detailed response was also received by email from Westbury on Trym Society following a meeting with members of the Society. The comments raised related to the following key matters:
Numerous concerns raised regarding the landowners decision to close part of Carlton Court car park.
Comment regarding closure of existing businesses and resultant impact to Westbury-on-Trym retail centre.
Concerns about disruption to Co-op and Amplifon during redevelopment. 
Consideration that benefits of older persons accommodation does not
outweigh harm to the town centre.
Concern raised regarding proposed car parking layout.
Query regarding level of parking proposed for Churchill lodge.
Concern regarding disabled and pedestrian access arrangements.
Consideration that the proposed building would out of scale with surrounding 2-storey context.
Proposed Churchill building considered as visually dominant.

Height & Scale
Concern regarding scale/height of building.
Overlooking/amenity concernsraised by neighbours.
Comment regarding size of living spaces.
Comment regarding accuracy of visual in consultation materials.

Parking, Accessand Servicing
Concern regarding parking provision and comment regarding possible overspill into nearby streets.
Comment made regarding loss/reduction of shopper parking and resultant impact to high street.
Query regarding ability for servicing/manoeuvres of Co-op and forwaste collection.
Concern regarding construction access.

Retail Impact
Suggestion of incorporating active ground-floor retail in Churchill lodge.
