Individual comments submitted to Skanska at, and after, the first round of public meetings on 12th January have now been collated into a number of categories. The Design Team have responded to each category in the document

On Tuesday 9th February a second round of public meetings were held at Elmlea Infants School. Summary notes of that meeting will be issued by the design team in due course. The Society will in turn submit a response to Skanska. The presentation material used at that meeting is available

WOTSoc, together with representatives from the ACIES action group also held a separate Community Involvement meeting with the design team and the Local Education Partnership (LEP) on Tuesday 9th February. Minutes of that meeting will be published in due course.
Previous (First) posting:

Work is proceeding on a proposal to refurbish or rebuild/new build Elmlea Infants School in Westbury-on-Trym. The nearby but separate Elmlea Junior School has already been modernised.

Funding for this project was approved in principle at a BCC Cabinet meeting in October 2009. Design feasibility work is being carried out by Skanska under the direction of the Local Education Partnership, on behalf of Bristol City Council Department for Children and Young Persons Services (CYPS).

The Westbury-on-Trym Society (WOTSoc) is involved as a local planning body through its membership of the Neighbourhood Planning Partnership. WOTSoc is focused on ensuring that a proper and transparent Community Involvement process is followed and that the outcome is a functional and cost effective design which has taken into account the interests of all stakeholders.

Interested parents and residents have also joined together in a campaign group called Action for Community Involvement in Elmlea School (ACIES). This group is not opposed to redevelopment of the school but is concerned about the transparency of the consultation process and in particular the potential for loss of the existing playing field if one of the new build options is chosen. As a major project this proposal is required to follow the Community Involvement process prior to submission of a Planning Application, basically

Design Options/Feasibility studies
> Community Involvement meetings  
> Feedback & refinement of feasible/preferred options  
> Preferred option selection by clients
> Submission of Application for Planning Consent (including pre-application consultation and submission of validated Statement of Community Involvement).

The first Community Involvement meetings were held at Elmlea Infants School on 12th January. The project is still in the Design Options/Feasibility stage and a number of basic options are possible, including
- Option 1 - Single storey linear extension and major refurbishment
- Option 2 - Single storey compact extension medium internal alterations and major refurbishment
- Option 3 - Two storey new build on the existing Junior School playing field.
- Demolish and build new Infants’ School on its current site
- Phased rebuild on current site
- Two storey extension and major refurbishment
Options 1 – 3 were reviewed at the CI meeting but unfortunately the impression gained by the audience was that Option 3 (new build on the playing field) is the preferred option. There was considerable concern that the implications of this had not been fully worked, that reduction in the playing field amenity was not acceptable and that other options had not yet been adequately considered. WOTSoc has responded to this initial consultation in some detail (link to document).

We have now been assured that other options for build on the existing school site are being developed and final selection of preferred options is still pending.

The consultation process is proceeding and the next public meetings (#2) are at Elmlea Infants School on

Session 1: 2-00pm to 4-00pm
Session 2: 6-00pm to 8-00pm

The timetable for the project is

· 9th February  - Public Consutation #2

· End February - submit extended Feasibility Support to the LEP

The next stages are notional and depend on external factors such as the General Election
· End Feb through March – BCC selection and approval process
· End March – BCC instruction to proceed with detailed design (7 – 9 month detailed design phase)
· End May – submission of Planning Application for consent
· January 2011 – possible start date on site
